Background

The Medicines Patent Pool Foundation (MPP) is a United Nations-backed public health organisation working to increase access to and facilitate the development of life-saving medicines for low- and middle-income countries. Through partnerships with governments, international organisations, industry, civil society and research institutions, MPP licenses intellectual property, facilitates technology transfer and supports local manufacturing to improve equitable access to medicines, vaccines, diagnostics and other health technologies. In partnership with the World Health Organization (WHO), MPP supports the implementation of the WHO Health Technology Access Programme (HTAP), which aims to expand access to health technologies through voluntary licensing, know-how sharing, technology transfer and regional manufacturing. HTAP seeks to strengthen sustainable and geographically diversified production capacity in LMICs, contributing to pandemic preparedness, epidemic response and improved access to health products for locally relevant diseases.
A key example of this work is the WHO mRNA Technology Transfer Programme, co-led by WHO and MPP, which supports the development and transfer of mRNA technology to manufacturers in LMICs. More recently, MPP and WHO have also facilitated technology transfer agreements in diagnostics and other priority health technologies under the HTAP framework.
Together, these initiatives aim to build sustainable regional innovation and manufacturing ecosystems that improve equitable access to health technologies while strengthening global health security.

The Role

The Health Technologies Manager will join the MPP Technology Transfer team. Under direct supervision of the Technology Transfer Director and in close collaboration with the MPP Technology Transfer team and relevant WHO units the incumbent will ensure the project interventions’ coordination and technical support to project partners.

MAIN DUTIES/RESPONSIBILITIES

The Health Technologies Manager will be responsible for the following activities:
• Support the identification, development and management of partnerships with manufacturers, technology providers, international organisations, donors, research institutions and other stakeholders involved in technology transfer and local production initiatives.
• Facilitate stakeholder engagement and coordination activities, including planning and reporting on meetings, workshops, training programmes and technical consultations, and preparing briefing materials, meeting reports and action plans.
• Contribute to the development of technology transfer strategies, implementation plans and business cases to support sustainable local manufacturing and regional production of health technologies in LMICs.
• Prepare technical reports, policy briefs, presentations and other knowledge products related to technology transfer, local manufacturing, pandemic preparedness and enabling environments for regional production, including lessons learned from HTAP and other MPP programmes.
• Monitor developments in the global health technology landscape and support due diligence, landscape analyses and prioritisation exercises for technologies and partnerships under consideration by MPP and WHO.
• Support engagement with WHO, manufacturers, technology developers, donors and other strategic partners to advance HTAP objectives and facilitate access to priority health technologies.
• Conduct assessments of health technologies, manufacturing platforms and potential partners, evaluating their scientific merit, manufacturing feasibility, public health relevance, strategic value and potential contribution to pandemic preparedness and response.
• Support the coordination and monitoring of technology transfer projects and partnerships, including the development of tools and frameworks to track progress, identify risks and challenges, and support mitigation strategies.
• Perform any other duties reasonably assigned by the Director of Technology Transfer.

QUALIFICATIONS AND EXPERIENCE

Essential

• Master’s degree in life sciences, biotechnology, public health or related field
• 5+ years of professional experience in project management within pharma/biotech industry, global health or healthcare sector
• Experience working with external partners, including manufacturers, donors, research institutes and global health organisations
• In-depth technical knowledge at the interface of policy, technology, and public health.
• Advanced skills in data collection, management, and analysis
• Experience writing technical and/or scientific documents in public health related- field and to coordinate and prepare technical content material for conferences or similar events.
• Strong technical knowledge at the interface between industrial policy and public health.
• Experience conducting due diligence activities on life science companies and/or technologies.
• Experience working effectively in multicultural teams and engaging with recognized experts and stakeholders.
• Proficiency in IT tools, including Word, Excel, presentation software, databases, and web platforms.
• Fluent written and spoken English

Desirable:

• PhD degree in medical science (pharmacy, microbiology, biochemistry, immunology etc)
• Prior experience supporting technology transfer and local manufacturing initiatives
• Experience working with WHO, UN agencies, donors and development organisations.
• Experience working in or with low- and middle-income countries
• Knowledge of access to medicines, regional manufacturing ecosystems
